Basically while watching VODs I tend to skip ahead sometimes, such as if the streamer was in a queue for a game for 2-3 minutes. On the normal twitch viewer, I tend to use the arrow keys to navigate 10 seconds forward for example, and will regularly hit it 5-6 times quickly to get about a minute forward.
Chatting option has to be disabled if you are behind perhaps and you would only get to see the content. If you wanna stay Live and chat then you choose to do so of course. It's just a added feature that you can escape from if you so want to. Like I said, it's a "nice to have" and I'd like it if it came to Twitch.
